Paths to Russian Citizenship
There are several main ways for foreign nationals to become Russian citizens:
- By Birth / Descent
- If one or both parents are Russian citizens, a child born in or outside Russia can claim citizenship by descent.
- Children born in Russia to stateless parents may also qualify.
- Naturalization (General Process)This is the most common route:
- You must hold a Permanent Residence Permit first.
- Live continuously for at least 5 years in Russia under permanent residency, without significant absences (often no more than 3 months outside in any year).

- Marriage to a Russian citizen (after ~3 years) can shorten requirements.

- Obtain a Temporary Residence Permit → Permanent Residence Permit— After legally living for a period (often ~1 year) with a valid temporary permit, you may apply for permanent residency.
- Maintain Residence & Fulfill Requirements— Live continuously, avoid long absences, maintain legal income, integrate (language, law, etc.).— Collect and submit the required documents: passports, residence permit, proof of income, proof of language test, character / criminal record checks.
- Submit Application for Citizenship— Apply through the Ministry of Internal Affairs (or the migration authority).— Undergo processing, verification, interviews or tests as needed.— Once approved, attend ceremonies, take oath, and receive Russian citizenship documents.
